Retrieves an element from an array at a specified index. If the index is out of bounds, it will be clamped to the nearest valid index.

Value from the Array at given Index. If Index is outside of the bounds of the array, it will be clamped to 0 if Index is less than 0 and Array length - 1 if the Index is bigger.
